UNAPPROVED ABBREVIATED DRAFT MINUTES OF AN ORDINARY MEETING OF KENSWICK & WICHENFORD PARISH COUNCIL HELD ON MONDAY 16th JUNE 2008 IN THE MEMORIAL HALL WICHENFORD

Councillor G Britten Long chaired the meeting. (Chairman)

In Attendance: Mrs S Sanders (Clerk to the Parish Council) 5 members of the public.

Democratic half hour/public question time.

The chairman invited all present to ask questions or make statements about parish business.

  1. The Landlord of the Masons Arms wanted to discuss the proposal for a new extension for a function room.
  2. The parish council was asked if they knew about the Motor Cross that went on at Allsetts Farm and questions were raised with regard to the noise level.
    (Parish council to investigate)
  3. Planning at Wants Green. (applicants to speak to councillors)

The parish council meeting was opened by the chairman at 8.05pm.

MINUTES

The minutes of the meeting held on 19 th May 2008 were accepted and signed as a true record.

PROGRESS REPORTS

Mistletoe Lakes Farm

All correspondence regarding this application was available in the correspondence folder for councillors to read.

PLANNING

Applications Approved/Refused/Withdrawn.

08/00421/FUL. Cob House Fisheries. (new building) Withdrawn.

08/00553/FUL. Coronation Cottage. Broadwas. (extn) Approved

Applications received.

08/00715/Ful. Wants Green Broadwas. (Stables and barn) The parish council has no objection to this in principle but are concerned that as this is on a plot of several parcels of land that has recently been sold we could see an influx of new buildings in open countryside

08/00732/Ful. 1 Boxley Cottage, Wichenford. (extn) The parish council has no objection.

08/00711/FUL 4 Queensway, Wichenford. (extn and additional parking) The pc has no objections to this application.

FINANCE

The current balance from 1 st May to 31 st May stands at £16,683.52. Of this £324 belongs to the Pathfinders Scheme; £819 is held on account for the NPDC and £2,336.was received for notice boards from the lottery funding.

There was one cheque totaling £28.00 for CPRE membership for agreement and signature.

A cheque for £428 was received from the Bluebell ride and given to the clerk to hold on account for the NPDC.

The acceptance of the finances was resolved.

ANNUAL RETURN

The annual return was duly completed and certified by the chairman and clerk to the council for submission to the external auditor, together with a copy of the bank reconciliation and report on the major variances between 2007/2008.

RISK ASSESSMENT.

The Annual Risk assessment was studied and discussed. It was noted the bus shelter wants cleaning out (Clerk to do) and recoating. (To discuss at next meeting)

The chairman will ask the estate tree surgeons to check all the trees belonging to the parish. A grant has been received for 2 new notice boards which have been ordered.

It was resolved to accept the risk assessment.

LENGTHSMAN REVIEW.

The parish council are happy for the lengthsman to continue on a Contract for Services Basis. The clerk will check with the lengthsman that all his certificates and insurance details are up to date.

LITTER PICK.

The Parish Council agreed that October 4th was the most suitable date for the next village litter pick. The clerk was asked to advertise in the Villager. All those who attend will be given a hot drink and a hot-dog on presentation of their refuse sack.

The clerk was asked to report the fly tipping in the village. The parish council will write a letter regarding litter and fly tipping in conjunction with the CPRE letter writers briefing.

POSTCODES

Cllr Rendall explained how confusing the current system as addresses no longer reflects their geographic location; but is determined by their postcodes. All houses on the Wichenford side of Willow Road are listed as Martley. This could make a difference when a planning application is received as Martley is a conservation area. Cllr Rendall was asked to draft a letter to be put in the correspondence folder for the next agenda

COUNCILLORS TRAINING

Two councillors will attend the CPRE AGM and also Calc AGM.

TO REPORT ANY URGENT DECISIONS SINCE THE LAST MEETING

We believe the date for the public inquiry on Rosses Lane and Guises Lane has been set for August 27th. A Moore will be meeting with the CC to decide if the county will be represented or not. All objections and representations are at County Hall. Cllr Rendall and Randall will try to visit in the next few weeks.

As soon as the date is disclosed the parish council must decide what it wants to do.

The parish council agreed that a letter must be written to the inspectorate at Bristol asking for the date to be changed outside the family holiday season and would like reassurance that the public inspector will not be the same as we find it difficult to believe that the same inspector would be-able to give an unbiased opinion on the new evidence that has been received.
