UNAPPROVED ABBREVIATED DRAFT MINUTES OF AN ORDINARY MEETING OF KENSWICK & WICHENFORD PARISH COUNCIL HELD ON MONDAY 12th JULY 2010 IN THE MEMORIAL HALL WICHENFORD
The meeting was opened by Councillor Britten-Long.(chairman)
Democratic half hour/public question time.
The chairman invited all present to ask questions or make statements about parish business.
APOLOGIES and APPROVAL of absence.
None.
DISTRICT AND COUNTY COUNCILLORS REPORT
Councillor Williams apologised for missing the last meeting. She has been made an executive member at Malvern Hills and some of her responsibilities include economic development; tourism and leisure; community safety; elderly people; and children and young people.
The compost scheme is running again. The green or black bins are £12 for a 220ltr or £15 for a £330ltr.
A rural access project is being run by MH and volunteers from the Longdon and Martley area are needed for interviews for approx 1 hour. They are particularly interested in people who have had a baby in the last 2 years; lost their jobs; lost a partner or loss of health through increasing age.
There is a mobile CCTV unit available at Malvern Hills.
A leaflet for the plug and play scheme for the under 20’s was distributed.
Councillor Williams was asked if a contact number for planning/enforcement was available for weekends and bank holidays.
County councillor Davies reported that due to government cuts finances are suffering. £9.5million has been cut from WCC. £46million applied for schools budget may go, and the NW link proposal has gone. The funding for highways will not be reduced.
The works on Holt Bridge should start Jan 2011 and finish March 2012. Traffic management will be manual and will be for 50% of the time. Once work is complete it should revert back to 40tonne limit.

The minutes were then signed as a true record. Proposed by Councillor Stinton and seconded by Councillor Rendall.
PROGRESS REPORTS
A letter regarding the Halls sign at Castle Hill was read out. It was agreed to write to the owner and ask for the sign to be removed.
PLANNING
Applications considered since the last meeting.
10/00586/HOU Oak View Barn, Wichenford.
The parish council has no objection.
10/00715/HOU The Firs, Wichenford.
The parish council have no objection in principal to this proposal.
10/00784/HOU-00785/LBC Laughern Brook House.
The parish council have no objection to the conversion of the existing garage but would like to see the height of the proposed new garage lowered.
Applications approved, refused, withdrawn.
10/00346/HED. Bush Farm, Wichenford.
Removal of Hedgerow. (Refused)
10/00539/FUL. Crabtree Orchard, Wichenford.
Proposed stables, tack room, hay and implement store. (Approved)
Applications to be considered.
Laughern Brook House has already been discussed.
FINANCE
The balance for the 30 th June 2010 stands at £15,589.99. There were 4 cheques totalling £1,239.08 for agreement and signature, these included; Memorial Hall rent; Mike Johnson; clerk’s salary and expenses.
The acceptance of the finances was resolved.
Parish Council Insurance.
The insurance has now been paid.
A letter from a parishioner regarding the overgrown trees on Kings green was read out. The parish council agreed to get some quotes to trim the trees and any others in the parish that may need pruning.
PARISH COUNCIL VACANCIES.
As yet no one has come forward to be co-opted. 2 forms were in the folder and none were given out. Councillors are to approach those who expressed an interest.
ROSSES/GUISES LANE.
The objection report has been signed by both the CC and DC and the public notice begins 22 nd July.
VILLAGE FOOTPATH.
The hall committee had asked the PC to approach the DC and see if there was any possibility of a footpath from the NPDC to the Memorial Hall. We have asked the question and unfortunately there is no chance of this happening.

C ouncillors are sent details of all training events which are on the calc mail and should be able to see in advance the times and dates of forthcoming sessions
