Councillor Britten-Long chaired the meeting. (Chairman).

APOLOGIES and APPROVAL of absence.

Cllr Stinton; Cllr Andrews; Cllr Oldfield; and County Councillor Davies.

DISTRICT AND COUNTY COUNCILLORS REPORT

Councillor Williams reported that the council has been working with all other councils in Worcestershire to enhance customer service & provide additional resilience within a number of services. 3 services in particular have been under consideration; Regulatory Services, Internal Audit and Property Services.

Towards the end of last year the Malvern Hills Partnership requested a report on rural deprivation in the district. Work on that report has now begun and 2 main issues have come out of the work so far:

Using the normal level of statistics it would appear MHD has no rural areas of deprivation. However looking deeper at things such as access to services and issues of inequality, it becomes clear that whilst there are no deprived rural areas there are deprived people in the rural areas.

These early findings show that many rural people actually have real problems when it comes to access to services.

Malvern Hills Partnership will now carry out a customer insight study, which will give a better understanding of how residents in rural areas really feel about living there. This will help us effectively tackle the areas of deprivation & improve living conditions and accessibility.

The clerk was asked to alter the spelling of item 09/129, and to add “to divert footpath” on page 202 planning..

PROGRESS REPORTS

Ditching.

The ditching has now been completed at several locations in the parish at a cost of £924. Most of this will be coming from the CC once the invoice has been received.

The clerk is chasing up the progress of the broken headwalls at Venn Lane. Unfortunately the road still floods due to the drainage under the road. This has been reported and the clerk was told it will be months before any work is undertaken due the scale of the work involved.

PLANNING

Applications considered since the last meeting.

No applications have been received since the last meeting.

Extension to existing dwelling. (Withdrawn)

Applications to be considered.

There were no applications for consideration.

FINANCE

The balance for the 31 st December stands at £14,995.65. There were 3 cheques totalling £2,336 for agreement and signature.

It was agreed the clerk could buy a new battery for the laptop.

The clerk was asked to check if the parish council could legally lend money to the PCC to enable them to repair the boiler.

The acceptance of the finances was resolved.

ROSSES/GUISES LANE.

Unfortunately the County Councillor was not at the meeting to give an update.

The temporary TRO runs out at the end of the month and the CC has agreed to extend it for a few months as there is no word on the final decision.

COUNCILLORS TRAINING

Councillors are send details of all training events. Malvern Hills are holding a meeting in Wichenford village hall on 11 th Feb on building a better future.

CORRESPONDENCE

Councillors Panton and Rendall took the Transport Strategy to complete.

Nothing has been heard regarding the adoption of the BT box.

The clerk will put in the correspondence folder the information on the mobile youth facility.

COUNCILLOR’S REPORTS and ITEMS FOR FUTURE AGENDAS

The clerk is to ask the lengthsman if he can clear the grips at Kings Green Cottage and Guises Lane to stop the water sitting in the road and freezing over.

A silent auction is to be held on 19 th March in the memorial hall and councillors were asked to donate unwanted items.

DATE AND VENUE OF NEXT MEETING

Next meeting will be 15 th March 2010.

Meetings were arranged for 15 th March; 19 th April APM and 24 th May (annual meeting) 2010.
