DRAFT MINUTES OF AN ORDINARY MEETING OF MARTLEY PARISH COUNCIL HELD ON MONDAY 5th OCTOBER 2009 AT THE MEMORIAL HALL

In attendance: Mrs. S. Williams (Clerk).

There were 10 members of the public present.

The Chairman welcomed everyone to the meeting.

The Democratic Period/Public Question Time

A Representative of Martley Recreation Association confirmed that clearing work has started at the play area. However, a quote of £18,000 has been received to carry out ground work needed at the play area. The Clerk is to seek advice regarding grants and contact Martley Recreation Association.

CSO Smith reported that:

• A suspicious vehicle has been reported by some parishioners within Martley. The car is a dark blue estate car and is fairly new. The driver has been described as big build, blonde hair and smartly dressed. The last sighting was near to the church. If anybody does see this car please note the registration number and telephone the Police on 0300 333 3000 immediately.
• A few burglaries have occurred recently, a lawn mower was taken from Church Steps, a car washer was taken from a local farm on the way out of Martley towards Clifton.
• Some vandalism had occurred at the cricket pavilion.

Chair opened the meeting at 20:18pm.

143-09 Apologies: Apologies were received from County. Councillor. Mr. A. Davies.

144-09 Declarations of Interest: Councillors were reminded to check their register of interests were up to date. No declarations were made.

145-09 Minutes: It was resolved to accept the minutes as a true record.

146-09 Co-option of Councillors: Mrs Karen Metcalfe and Mr Tyrone Fearnehough will be joining the Parish Council from the next meeting as Parish Councillors.

147-09 Progress reports:

• The Clerk)
• The Clerk has written to St. Peters Court regarding grass cuttings and will refer to reply under correspondence.
• The Clerk is awaiting a reply from the Police regarding any financial assistance in improving the weighbridge and why the surgeries have moved to The Chantry.
• County Councillor Davies is looking into the map.
• The Lengthsman has been asked to look at overgrown hedges.
• Bottle banks have been moved to a different position on The Crown car park. The Clerk is to write to The Crown regarding the broken glass which has been brought to their attention where the bins were sited.
• The Clerk has requested signs for the top and bottom of Hillend Bridge Lane.
• The Clerk has asked MHDC again as to whether they can notify the Parish Council when there is to be an organised cycle event.
• The Clerk is to write to Bank of Ireland asking for the account to be closed and all Councillors will need to sign the letter as current signatories.
• Landowners support – ditch clearance)

The Clerk is to send a copy to County Councillor Davies of the letter sent to Highways requesting a letter of permission to clear the ditches. County. Councillor. Davies may possibly have some funding to allocate to parishes for ditch clearance.

• Lengthsman)
  The Clerk advised the Parish Council that she has heard nothing from the lengthsman. The Clerk will write to CALC/MHDC to ascertain what qualifications are required for a lengthsman. The Clerk will then advertise for a lengthsman and then write to Mr. R. Wilks terminating his contract.

The Chairman took this opportunity to thank Councillor. Mr. T. Gale and Councillor. Mr. R. McHugh for the installation of the new bins in the centre of the village.

(D. Allotments)
The Clerk confirmed that she has spoken to the landowner who is happy to enter into further discussions around rent, conditions, etc. The landowner has requested that these talks are held following the meeting on the 15 th October 2009 as it may be that any allotment requirements be met by the planning application.

(E. Highways)
The Clerk and Councillors went through all reported faults on the Highways report and identified outstanding work. The Clerk will now go through her own reported faults log and agenda for the next meeting.

(F. Bottle banks)
Discussed under democratic time.

148-09 District and County Councillors’ reports: District. Councillor. Mrs. Williams reported that the Abberley-Martley walk will be launched on the 15 th October 2009. District. Councillor. Mrs. Williams congratulated the path-or-nones on their hard work towards this.

County. Councillor. Mr. Davies had sent his apologies.

 149-09 Planning:
An open public meeting with Malvern Architects will take place on Thursday 15 th October 2009 at 7.30pm to discuss the application they are currently formulating on behalf of Marsten Developments Ltd to develop the land adjoining The Crown Inn.

150-09 Speed signs: The Clerk is to write to County. Councillor. Mr. A. Davies to gain further information around the County Council’s roving unit, such as availability, cost for poles, etc. The Clerk is to arrange a demonstration from both Westcotec and 3M. 

151-09 Map: Councillor. Mrs. D. Goodyear will meet with Mr Gosling who has kindly offered to help repair the current notice board. Possibly put the path-or-nones map on the notice board until funding can be obtained. Minutes and agenda may transfer to the bigger parish notice board.

152-09 Finance:

• There were 6 cheques totalling £1381.88 approved. The Clerk is to gain further information with regard to the invoice for the Library electricity.
• Councillor. Mr. T. Gale is to take the Freedom of Martley Boards and names to a frame/print company. The Parish Council accepted the cost for the lettering will be around £50.00.
• May be able to utilise some of the grant money possibly available from County. Councillor. Davies for hedge cutting as well as ditch clearance.

• Councillor. Mr. Richard. McHugh is to find out where to obtain further no dog mess in this area signs from.
• The Clerk is to find out from Highways when Hollins Lane is due to be resurfaced as horses are finding it slippy.
• Councillor. Mr. Richard. McHugh is to contact John Wallace, Highways on behalf of the Parish Council with regard to the recent drainage work undertaken on Jury Lane.
• Councillors are to provide the Clerk with a list of hedges causing concern due to road users safety.
