DRAFT MINUTES OF AN ORDINARY MEETING OF MARTLEY PARISH COUNCIL HELD ON MONDAY 5th OCTOBER 2009 AT THE MEMORIAL HALL

In attendance: Mrs. S. Williams (Clerk).

There were 10 members of the public present.

The Chairman welcomed everyone to the meeting.

The Democratic Period/Public Question Time

A Representative of Martley Recreation Association confirmed that clearing work has started at the play area. However, a quote of £18,000 has been received to carry out ground work needed at the play area. The Clerk is to seek advice regarding grants and contact Martley Recreation Association.

CSO Smith reported that:

143-09 Apologies: Apologies were received from County. Councillor. Mr. A. Davies.

144-09 Declarations of Interest: Councillors were reminded to check their register of interests were up to date. No declarations were made.

145-09 Minutes: It was resolved to accept the minutes as a true record.

146-09 Co-option of Councillors: Mrs Karen Metcalfe and Mr Tyrone Fearnehough will be joining the Parish Council from the next meeting as Parish Councillors.

147-09 Progress reports:

The Clerk is to send a copy to County Councillor Davies of the letter sent to Highways requesting a letter of permission to clear the ditches. County. Councillor. Davies may possibly have some funding to allocate to parishes for ditch clearance.

The Chairman took this opportunity to thank Councillor. Mr. T. Gale and Councillor. Mr. R. McHugh for the installation of the new bins in the centre of the village.

(D. Allotments)
The Clerk confirmed that she has spoken to the landowner who is happy to enter into further discussions around rent, conditions, etc. The landowner has requested that these talks are held following the meeting on the 15 th October 2009 as it may be that any allotment requirements be met by the planning application.

(E. Highways)
The Clerk and Councillors went through all reported faults on the Highways report and identified outstanding work. The Clerk will now go through her own reported faults log and agenda for the next meeting.

148-09 District and County Councillors’ reports: District. Councillor. Mrs. Williams reported that the Abberley-Martley walk will be launched on the 15 th October 2009. District. Councillor. Mrs. Williams congratulated the path-or-nones on their hard work towards this.

County. Councillor. Mr. Davies had sent his apologies.

 149-09 Planning:
An open public meeting with Malvern Architects will take place on Thursday 15 th October 2009 at 7.30pm to discuss the application they are currently formulating on behalf of Marsten Developments Ltd to develop the land adjoining The Crown Inn.

150-09 Speed signs: The Clerk is to write to County. Councillor. Mr. A. Davies to gain further information around the County Council’s roving unit, such as availability, cost for poles, etc. The Clerk is to arrange a demonstration from both Westcotec and 3M. 

151-09 Map: Councillor. Mrs. D. Goodyear will meet with Mr Gosling who has kindly offered to help repair the current notice board. Possibly put the path-or-nones map on the notice board until funding can be obtained. Minutes and agenda may transfer to the bigger parish notice board.
