DRAFT MINUTES OF AN ORDINARY MEETING OF MARTLEY PARISH COUNCIL HELD ON MONDAY 2nd JUNE 2008 AT THE MEMORIAL HALL

The Chairman welcomed everyone to the meeting.
The Democratic Period/Public Question Time
The Chairman invited all present to ask questions or make statements about Parish business;
Community Support Officer Matt Smith informed The Parish Council that there had been one crime within Martley in the last month; a drink driver who had been followed from Stourport, finally resisted arrest in Martley. A few incidents of anti-social behaviour had been logged with regard to an excluded pupil from The Chantry High School. On the 29 th May a blue Laguna car (V953 LCA) was acting suspiciously in Martley, asking for directions to a property which they then never visited. Police checks have shown the car registered to a prolific burglar from Gloucester. Police have urged residents to be vigilant and please report any sightings of this car immediately to the police.
The Chairman reported that a resident had contacted him with concerns over the speed of motorists using Willow Green Road. Concerns were also raised by parishioners over the speed of motorists, especially motorbikes travelling through Berrow Green. Matt Smith told everyone that they had recently held speed enforcement checks in Abberley and Gt. Witley which had proved successful. They may organise some speed enforcement activities within Martley in the future.
Chairman opened the meeting at 20:15pm.
88-08 Apologies: Apologies were received from County Councillor. Mr. A. Davies who was attending a funeral.
90-08 Minutes of the last meeting held on 28th. April 2008: It was resolved to accept the minutes as a true record.
91-08 District Councillor’s report: District Councillor. Mrs. B. Williams reported that she was surprised by reports in the local newspaper of Malvern Hills District Council and Worcester City Council merging. She confirmed that a joint meeting was to take place on Monday 9th June and she would report more at the next Parish Council meeting. As far as she is aware the business case is due to be complete in September 2008. There is a SWJCS briefing at Wychavon on the 11 th June. District Councillor left a copy of the MHDC Summer Activities brochure for the library and briefly referred to the CPA 2008, which is an assessment programme MHDC have just been through.
92-08 County Councillor’s report: The Chairman mentioned the following on behalf of County Councillor. Mr. A. Davies:
93-08 Maps and Lengthsman schedule: Councillor. Mr. G. Coombey-Jones is to copy the maps. Councillor. Mr. D. Cropp is to circulate the maps to the councillors in the relevant areas. The Clerk to agenda this item for the next meeting.
94-08 Highways standard of workmanship: Councillor. Mr. R. McHugh confirmed that the first meeting between the local parishes and Highways will take place on the 17th June 2008 at County Hall. Councillor. Mr. R. McHugh will update at the next meeting.
95-08 Insurance quotes: The Clerk reported that Allianz Group following a number of conversations had agreed to drop their quote for this year to the same as last year £506.52. The Parish Council agreed to this figure. The Clerk is to continue researching other insurance companies who offer local council insurance policies.
96-08 Future meetings: The Clerk is to re-design the agenda to see if the finish times for meetings can be brought forward as councillors deemed 11pm to late to finish a meeting.
97-08 Housing Needs: Discussion took place in relation to affordable, social, rental housing and what was needed in Martley. The Clerk is to contact Community First to ascertain when they will be feeding back on the findings from the housing needs survey.

The Clerk is to look for the contract between Martley Parish Council and The Playing Fields Association.
