MINUTES OF AN ORDINARY MEETING OF MARTLEY PARISH COUNCIL HELD ON MONDAY 1st FEBRUARY 2010 AT THE MEMORIAL HALL

There were 10 members of the public present.
The Chairman welcomed everyone to the meeting.
The Democratic Period/Public Question Time
A parishioner thanked Martley Parish Council for their response to MHDC regarding the planning application on the land by The Crown Inn.
The Clerk is to contact MHDC Planning Officer to organise a public question and answer session at the Memorial Hall around planning applications in general, the process they follow, SWJCS, etc. The Clerk will express a preference for an evening meeting.
Martley Recreation Association confirmed that they have submitted a form to the charity commission. The Association are to meet on the 8th February 2010. The Recreation Association and the Parish Council are looking to meet on the 15 th February 2010 to discuss how to work together in the future. A receipt for the £200 payment towards the insurance will be brought to the meeting and Martley Parish Council will refund the £200.
The Clerk is to pursue any available grants to fund a metal plate for the milestone.
The Allotment Association confirmed they are to have a meeting soon with a land owner in the village to discuss the potential for allotments on their land.
The Allotment Association will keep people informed within the village.

The Clerk has sent a draft contract to CALC for advice. The Clerk will contact the lengthsman to ask him to clear out gulleys:

There is also a drain on Pudford Lane, Shelsley Beauchamp end that needs attention.
Clear the rubbish by the keep right keep left bollard and Hollins Lane as there are 2 head walls blocked further down.

Highways are looking at the report of outstanding faults in Martley. No response received as yet to the letter.

(E. Evening transport)
The Clerk has had 3 calls from individuals expressing an interest in the evening transport suggestion.
(F. Poop Scoop areas)
MHDC are looking at their records to see if Martley requested to be a designated poop scoop area. The Clerk will contact the previous Clerk for further information. The Clerk has also reported that the bin at Millennium Green is overflowing.
206-09 District and County Councillors’ reports: District. Councillor. Mrs. Williams reported that:
Through the bad weather MHDC continued to provide key front line and back office services.
The third quarterly performance report for 2009-10 shows MHDC to be maintaining a high level of performance, on target to reaching their core objectives and continuing to work well within budget.
MHDC continues to look towards enhancing customer service and providing additional resilience through shared services.
MHDC was one of only three District Councils in the West Midlands to score 3 for Use of Resources; this puts MHDC in the top quartile of all District Councils nationally.
MHDC have received confirmation that it does not have any rural areas of depravation. However, looking deeper at things such as access to services, and issues of inequality, it becomes clear that whilst there are no deprived rural areas there are deprived people in the rural areas. MHDC will now carry out a customer insight study, which will give us a better understanding of how residents in rural areas really feel about living there. This will help MHDC to target their work so that they are effectively tackling the areas of deprivation and improving living conditions and accessibility.

Horsham Court went to Northern Area Development Control Committee on 02/12/2009 and District Councillor Williams has confirmed they were approved, however, they are still showing as pending on the website..
208-09 Allocation of area’s: Councillor Coombey-Jones kindly produced detailed maps showing each Councillors area. The Clerk will arrange for a laminated map and contact details to be put on the parish notice board. The Clerk will also update contact details in The Villager and on the website. Councillors were asked to identify potholes, drains, bins, etc on their areas for the next meeting.
209-09 Speed signs: The Clerk is to contact WCC to thank them for the loan of the speed sign and to ask whether they have any purchase arrangements with the company. The Clerk is to write to Safety Camera Partnership to ask if there us any funding available from them and will write a comparison report between the two different signs. The Clerk will agenda this for the next meeting.
